As part of our next phase, dopay is preparing to obtain a Payment Service Provider (PSP) license from the Central Bank of Egypt, a foundational milestone for the company’s long-term growth.
We are hiring a Program Manager to lead dopay through the PSP licensing process and to help design how the company operates as a licensed entity.
This is not a narrow compliance role. It is a senior cross-functional role that sits between regulation, business operations, product, and technology. You will own the licensing program end-to-end while ensuring the business is genuinely ready to operate as a licensed PSP on Day 1 — operationally, commercially, and organizationally.
Once the PSP license is granted, this role evolves into owning critical, cross-functional initiatives across the company to support our growth objectives.
You will translate PSP regulatory requirements into a clear execution plan and drive it across legal, finance, risk, operations, product, and engineering. You’ll coordinate internal teams and external advisors, keep timelines tight, surface risks early, and support structured engagement with the Central Bank of Egypt and our bank partners.
In parallel, you’ll help design dopay’s licensed-state operating model — defining how regulated processes actually work day-to-day, from onboarding and transaction monitoring to incident management, outsourcing oversight, and regulatory reporting. Your focus will be on embedding regulatory requirements into real workflows.
Post-license, you’ll lead cross-functional programs related to regulated products, services, and operating models, acting as a bridge between growth, operations, product, platform, and risk to ensure initiatives are scalable, executable, and defensible under regulatory scrutiny.
The PSP license is submitted on time and with credibility. dopay is operationally ready to function as a licensed PSP from Day 1. Regulatory requirements are embedded into how teams actually work. After licensing, regulated products and services can scale faster because the foundations were designed correctly.
You have experience leading complex, cross-functional initiatives in regulated environments such as fintech, banking, payments, or similar sectors. You are comfortable working across business, operations, product, technology, and compliance, and you can turn regulatory ambiguity into structured execution.
You are pragmatic, detail-aware without being bureaucratic, and comfortable being accountable in high-stakes situations. Experience working with regulators, auditors, or supervisory bodies is a strong plus. Arabic and English fluency is required.
