We're seeking a Compliance Manager in Estonia to join our global Legal/Compliance team. In this role, you will play a critical role in supporting IPF Digital's group-wide compliance and risk management activities across all markets. At IPF Digital, we operate across multiple markets, delivering fast, flexible, and responsible credit solutions under the Creditea and Credit24 brands. As a Compliance Manager, you’ll play a pivotal role in ensuring we meet and exceed regulatory requirements — particularly in outsourcing governance, ICT security, EMI license obligations, and regulatory reporting.
Your expertise will help safeguard our operations, build trust with regulators, and keep us ahead of evolving rules such as the Digital Operational Resilience Act (DORA) and EBA Outsourcing Guidelines.
Key responsibilities:
- Lead compliance oversight for outsourcing, ICT security, safeguarding of customer funds, and EMI license adherence.

Manage and maintain the outsourcing register, ensuring accurate, up-to-date records.

Serve as the DORA third-party risk management contact for Procurement.

Coordinate regulatory reviews and ensure timely follow-up on compliance actions.

Handle regulatory notifications and reports to EFSA with accuracy and integrity.

Conduct risk assessments for new products, services, or process changes.

Provide compliance training to build awareness and accountability.

Collaborate closely with Legal, IT Security, Procurement, and Privacy/Data Protection teams to ensure a unified compliance approach.

Monitor regulatory developments and proactively adapt our frameworks.
Qualifications & Requirements:
- Degree in Law, Business Administration, or a related field (legal/regulatory background preferred).
- Proven experience in compliance roles within regulated financial services, preferred.
- Preferred knowledge of DORA, PSD2, and EMI regulatory frameworks.
- Familiarity with outsourcing regulations, ICT risk management, and financial services compliance.
- Excellent organizational skills, with the ability to manage multiple priorities.
- Strong communicator — fluent in English and Estonian (both written and spoken).
- Analytical mindset with great attention to detail.
- Comfortable working with cross-functional teams and engaging with regulators.
